So where should the line be drawn? Maybe it's not practical to come even close to a perfect filtering system, especially when you consider the different ways a registration can be doctored to spell words. OK, there are registrations that clearly need little or no adjustment to offend, and justifiably such plates should be banned. The DVLA's 'proprietary steering group' is meant to regulate the withdrawal of potentially offensive registration plates but in all fairness, it must be quite a daunting task to establish the offensive and risqué plates, given the fact that people have such a wide range of perception and the fact that there are literally millions of plates.

Of course some interpretations will always be wide of the mark. But on balance, the sensitivity and imagination of people have to be considered. A representative of the agency said "Some people may see a registration as offensive. Some people may not. We have to be very, very careful now." For the future, it looks like we can expect more risqué numbers to escape the eagle eyes of the censors at the DLVA.
